The State Controller is the State’s Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through its accounting, disbursing, payroll, internal controls, data management, eCommerce, and financial reporting systems. 

The basis for the Controller’s authority is statutory, and the Controller manages numerous Enterprise programs. Those programs include:

  • Statewide Accounting
  • North Carolina Financial System (NCFS)
  • State Payroll
  • Integrated HR-Payroll System
  • Risk Mitigation / Internal Controls
  • Statewide Indirect Cost Allocation Plan
  • Statewide eCommerce Program
  • EAGLE - Enhancing Accountability in Government through Leadership and Education
  • Statewide Tax Compliance
  • Overpayments Audit and Recovery

The Office of the State Controller (OSC) performs a critical role in sustaining government activities from state agencies to universities and community colleges. The Controller works with the State’s fiscal officers throughout state government to ensure the reliability, integrity, objectivity, accountability, and efficiency of the State’s fiscal operations. OSC provides leadership and professional guidance relating to fiscal policy and works to ensure that state government is acting in a manner that minimizes risk and maintains the integrity of its fiscal operations. 

The State Controller is appointed by the Governor and confirmed by the Legislature for a seven-year term. The current State Controller is Nels Roseland, the seventh State Controller in North Carolina.
